Yeah, I think that might've been just one corner of the game they couldn't quite finish. I can't really fault them, I mean, it's still got more content than any other game I've ever played by an order of significant magnitude, but still... it would be nice to actually have a purpose for that.
Hell, when I first walked through the doors, I was all... "Yeah, I'll be running this place in a week. No, really. I'm Harbinger of the Companions... Arch-Mage of the College of Winterhold... I wasn't even trying, it just happens. So why don'tcha just give me the keys to the dean's office right now?"
Nope. Not this time. Which was kind of refreshing, but, hey. I'd like to play a flippin' instrument.
And for some reason, in my game that guy you pictured there is always carrying a lit torch. No matter where he is or what he's doing... lit torch.
